The Lord has given two offices to the local church for her good—elders/pastors (1 Timothy 3:1–7; Titus 1:5–9) and deacons (1 Timothy 3:8–13).

The elders/pastors lead and oversee the ministry and resources of the church. Elders shepherd so that the Word of Christ might dwell richly in the flock. They give themselves primarily to prayer, study, and the teaching of the Word. In the power of the Holy Spirit, they gladly and honorably shepherd the flock, teach and exhort, refute those who contradict the truth, pray for the sick, and care for the souls of Holy City Church members.
The deacons are lead servants who care for the temporal needs of the church. They lead church mercy ministries, accommodations for public worship, and oversee the financial activities and properties of the church. Deacons are given to serving the temporal needs of the church and guarding the unity of the body so that the elders can serve the body through prayer and the ministry of the Word.
